USM Employees

USM full-time or part-time (at least 50 percent time) regular employees (their spouse and financially dependent child) shall be accorded the benefits of in-state status for the period in which they are employed by USM.

Who is considered a “regular” employee?

A regular employee is a person employed by USM or a USM institution who is assigned to a State budget line or who is otherwise eligible to enroll in a State retirement system. Examples of categories NOT considered regular employees are graduate students, contingent employees, student employees, and independent contractors.

USM employees who meet the definition above and are applying for admission to the University, are required to complete the residency information form on their application for admission.  The employee must submit a verification letter from their Human Resource office, stating that they are a regular employee of the USM institution.

The employee must submit proof of employment verification every semester in order to continue receiving this in-state status.

First semester USM employee, spouse/financially dependent child of such an employee who are residents of Maryland and meet the residency requirements as established by the Board of Regents/University System of Maryland policy, should complete the Residency Information Form in its entirety.

Spouse of a USM employee
If you are the spouse of a USM employee seeking in-state status, you must complete a notarized Petition for Change in Residency Status form, specifically Sections 1, 2, and 8.  In addition, submit the following documentation:

  1. Verification of employment letter from the employee’s Human Resources office stating that they are a regular employee of the USM institution AND
  2. Copy of your marriage certificate.

The spouse of the USM employee who is requesting this status must submit a notarized Petition for Change in Residency Status form and submit proof of employment verification every semester in order to continue receiving this in-state status.

Financially Dependent Child of a USM employee
If you are a financially dependent child of a USM employee, you must complete a notarized Petition for Change in Residency Status form, specifically Sections 1, 2, and 8. In addition, submit the following documentation:

  1. Verification of employment letter from the employee’s Human Resources office stating that they are a regular employee of the USM institution AND
  2. Copy of birth certificate or court order of adoption or guardianship AND
  3. Copy of the employee’s Comptroller’s certified Maryland Income Tax returns* with the student listed as a dependent.

*Non-Maryland income tax returns do not require comptroller’s confirmation.

The financially dependent child of the USM employee must a notarized Petition for Change in Residency Status form and submit proof of employment verification every semester in order to continue receiving this in-state status.
